Police Shoot And Kill Man They Say Opened Fire On Officers

Hillsboro, Ore. — An officer-involved shooting occurred on September 7, 2023, at approximately 3:17 PM in the 1400 block of SE Duke Drive. Officers from the Hillsboro Police Department were responding to the incident involving Ryan Richard Herinckx (39) of Hillsboro. Herinckx was wanted for several crimes, including Criminal Mischief, Stalking, Violation of a Court’s Stalking Protective Order, and Escape in the Third Degree.
At approximately 11:39 AM, officers approached Herinckx in the driveway of the residence and informed him of his arrest. Herinckx retreated into the house and refused to come out. Officers attempted negotiation but were unsuccessful, leading to the involvement of the Washington County Tactical Negotiations Team (TNT) and the Washington County Crisis Negotiation Unit (CNU).
Around 2:01 PM, officers obtained a court-issued search warrant, allowing them to search the residence and arrest Herinckx. CNU members continued negotiating with Herinckx while TNT members attempted to serve the warrant.
At approximately 3:17 PM, during the warrant-serving process, Herinckx exited the house armed with a handgun and opened fire at the officers. In response, TNT members returned fire, injuring Herinckx. Lifesaving efforts were administered on the scene, and Herinckx was transported to a local hospital, where he was pronounced deceased.
No law enforcement officers were injured during the incident. Standard procedure dictates that officers involved in the shooting will be placed on paid administrative leave pending the investigation.
The case is currently under investigation by the Washington County Major Crimes Team.
